State police arrest two at traffic stop

A New Castle woman was arrested early Wednesday on a traffic stop after she was allegedly found to be in possession of Methamphetamine, and a man wanted on a warrant was arrested after he walked up to the trooper who was on the traffic stop.

Around 2:15 a.m. Wednesday, State Trooper Michael Garcia was in New Castle when he noticed a truck west bound on Indiana Avenue, around S.13th Street, that was exceeding the posted 20 mph speed limit.

After the truck gave an improper signal turning north bound onto S. 9th Street, Garcia stopped the vehicle and made contact with the driver, identified as Brianna Orr, 26 of New Castle. Garcia found that Orr had a suspended driver’s license and that she and her male passenger were in the area looking to pick up a friend named Cody Hill.

Trooper Garcia recognized the name as a 19 year old New Castle man wanted on a Henry County Warrant for Failure to Appear for a misdemeanor charge of battery.

Trooper Thomas Ratliff was nearby with his K-9 partner Tora and came to assist Garcia. Just as Ratliff was arriving, Cody Hill reportedly walked up on the traffic stop and approached Trooper Garcia on the sidewalk. Garcia recognized Hill, verified the warrant and took him into custody.

Trooper Ratliff then took his partner around the outside of the truck Orr was driving and the dog alerted to the presence of contraband.

Further investigation by the officers found Orr was allegedly in possession of methamphetamine and paraphernalia. Garcia transported Orr to the Henry County Jail where she was lodged on the preliminary charges of Level 6 felony possession of methamphetamine and misdemeanor charges of driving while license suspended with a prior conviction and possession of paraphernalia.

Trooper Ratliff lodged Cody Hill, age 19 of New Castle on the misdemeanor warrant.
