Commissioners accepting bids on Expo Center

The process for Henry County to get its own Expo Center is moving forward.

The Henry County Commissioners, through their official Technical Review Committee, is accepting qualifications from firms interested in the project.

The goal is to have a single firm both design and build the Henry County Expo Center.

This new facility will include a 11,200 sq. ft. banquet hall and a 55,000 sq. ft. multi-purpose building.

The Expo Center is designed to host future 4-H fair events, as well as weddings, industry conventions and sporting events.

The current price tag for the Henry County Expo Center is $5.2 million, with the Henry County government contributing $1.7 million from a maintenance bond.

Wayne Jester recently said the Henry County Expo Board has collected $2.4 million in cash and in-kind donations and is continuing fundraising efforts.

Because of the scope of the project, firms have to submit their qualifications to the Henry County Technical Review Committee before their actual design-build proposals.

All responses to the request for qualifications are due by 5 p.m. April 18.

Each member of the Technical Review Committee will score the statements for qualifications on:

• Understanding of the project requirements and plan for completion

• Experience with similar projects

• Financial and bonding capacity, and past history of litigation and dispute resolution

• Qualifications of management and personnel

• Safety record

• Past performance and capacity to complete project

• Past history of completion of similar projects

• Responses to request for qualifications and responses to questions posed by the Technical Review Committee

The county anticipates the Technical Review Committee will identify at least three qualified bidders to receive a “request for proposals” for the Henry County Expo project.

According to the request for design-build qualifications, it is anticipated that a request for proposals will be issued to qualified firms in April, May or June, with a final contract awarded approximately 45 days later.

The request also states the project should be “substantially completed” within 180 days after the issuance of the Notice to Proceed.
